Toledo Fire and Rescue is currently hiring for Firefighter. All testing, including the FFM must be completed by September 30, 2021. Please be advised that the City of Toledo does REQUIRE a candidate to complete the FFM during this exam period.

Applicants who are residents of the City of Toledo may be eligible to receive a voucher to cover the cost of the entry level exam. Vouchers are limited to the first 1000 applicants who can prove they are City of Toledo residents. Examples of proof of residency include: a current, valid Ohio drivers license or identification card; voter registration card; or a current University of Toledo student identification card. All requests for vouchers are subject to verification and approval by the Department of Human Resources. The Department of Human Resources reserves the right to change these terms and conditions at any time without prior notice.

Only applicants who received a voucher for the entry level exam and who have also passed the entry level exam may be eligible to receive a voucher to cover the cost of one attempt for the FFM. You must have passed the entry level exam prior to requesting a voucher for the FFM. You will have until September 30, 2021 to complete the Firefighter Mile. You have two attempts to complete and pass the FFM; however, only one (1) voucher is available per candidate. If you fail the FFM two times and take it a third time, the City of Toledo will not accept the third score. Your final score will be from your second attempt. If the City of Toledo has not received your score by September 30, 2021 you will not be allowed to continue in the hiring process. Please note you will only be eligible for one (1) voucher for the FFM.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

Department Information: The mission of the Toledo Fire & Rescue Department (TFRD) is the protection of the community from fire and other emergencies through education, fire prevention code enforcement, emergency disaster planning, and the response of highly-trained personnel. Job Requirements
Age : No person shall be eligible to receive original appointment as a Fire Fighter unless the person has reached the age of eighteen (18). No person age forty (40) or older at the final closing date for the Civil Service examination shall be eligible to receive an original appointment to the position of Fire Fighter.

US Citizen : Must be eligible to work in the United States of America.

High School Grad/GED : Graduation from high school or G.E.D.

Valid OHIO State Driver's License : Must possess a valid drivers license.

Vision : There shall be no color vision deficiency. Peripheral vision shall be 70 degrees or greater. There shall be no amblyopia. Results or radial keratotomy shall not be accepted unless the surgery was performed more than one year from the date of the medical examination. Minimum requirements with correction: Binocular vision should be 20/20; each eye may be up to 20/40.

Academy Certification : All persons appointed as Fire Fighters must demonstrate compliance with the programs of apprenticeship established in accordance with the terms of Divisional standards as registered with the Bureau of Apprenticeship and Training, U.S. Department of Labor, 1-1-86 and with the standards established by the Toledo Fire Division for the Fire Training Academy and the probationary period.

Necessary Certifications : Newly appointed Fire Fighters are required to become paramedics. Required paramedic coursework will be provided and is completed on the Fire Fighters own time. Once earned, paramedic certification must be maintained and the Fire Fighter is required to function as a Fire Fighter/Paramedic for the duration of his/her career with the Toledo Fire and Rescue Department.

Hiring Process : Fire Fighter Selection Requirements: Candidates for appointment to the Fire Fighter job classification must pass the examination and qualify within appointment range on the Civil Service eligible list and may be involved in the following activities of the selection process:

Background Investigation and Appeals Process
The Toledo Police Department conducts background investigations for candidates to the Fire Fighter job classification.
Background Appeals Process - All candidates may appeal background points and automatic areas of rejection to the Toledo Civil Service Commission. The Commission can modify or eliminate a negative point assessment or area of rejection.
Oral Interview
All candidates passing the background process will be scheduled for an oral interview.
Medical Examination
Candidates who are given a conditional offer of employment must pass the medical standards as established by the City of Toledo. A candidate failing the medical exam may appeal the determination.
Medical Appeals Process - All candidates must pass the medical standards as established. If an individual fails to pass the pre-employment medical examination, he/she will be notified in writing of such failure. The individual will receive the reason for such failure. The individual will have ten (10) days from delivery of such notice, at his/her option, to be reexamined by a physician of his/her choice. After reexamination, the individual may provide the reexamination results and findings, accompanied by supporting documentation to the City of Toledos physician for a second review. All reexamination documentation must be provided within the ten (10) days. After conducting a second review of the submitted information, the Citys physician shall make the final determination as to whether the individual passes or fails the pre-employment medical examination. The City physician will also have the option to reexamine the individual or to send the individual to another physician that the City has selected before making his/her final determination.
Physical Ability Examination
Must pass the physical ability test. This examination is designed to determine if a candidate has minimally acceptable level of fitness to perform the job-related tasks of a Firefighter.
Fire Training Academy
All persons appointed as Fire Fighters must meet the standards established by the Toledo Fire and Rescue Department Training Academy during the probationary period.

Rule 50.00, Section 50.11 (Veterans Preference Credit in Examinations): A veteran, as defined in these rules, receiving a passing grade on a competitive recruitment examination shall have five (5) numerical points added to his/her passing score. A disabled veteran, as defined in these rules, who satisfies any physical requirements for the position, and receives a passing grade on a competitive recruitment examination, shall have ten (10) numerical points added to his/her passing score. Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class.

Rule 10.00, Section 10.37 (Veteran): Shall mean a person who has served in the United States Army, Navy, Marine Corps, Air Corps, Air Forces, Coast Guard, and such other military service or auxiliary corps as is designed by the Congress of the United States, and has served on active duty for a period of more than one hundred eighty (180) consecutive days of active duty, excluding active duty for training (annual summer camp) and who received an honorable discharge or release or was separated under honorable conditions.

A disabled veteran is one who has served on active duty in the Armed Forces, has been separated there from under honorable conditions, and has established the present existence of a service connected disability rated ten percent (10%) or more.

EMT/Paramedic Preference :

Firefighter or Firefighter/Paramedic:

For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examination for employment as a firefighter or firefighter/paramedic shall be awarded preference points to their raw score for having obtained, prior to the examination, certifications in accordance with the following schedule:
EMT-B Certification three (3) numerical points;
EMT-A Certification four (4) numerical points;
EMT-P (Paramedic) Certification five (5) numerical points.
Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class.
